These are the Dirty Dozen who are around in front of you. In behalf of the Founding Chapter in Iligan City and our President Noel “RMG Mags” Magaro, it is my great honor to welcome you all in this gathering the First National Convention of the DIABLO GUARDIANS MAINSTREAM INCORPORATED association, “Mabuhay”!

Brothers and sisters, Good morning to all!
BODY: Good morning!
NF AUGUST CENA:
The one to give message today did not arrive yet. So, instead I am proud to introduce to you one of the Deputy Prime Ministers of the Guardians Brotherhood Incorporated, the one to convene, before we will convene the GDMI organization, brothers and sisters help me welcome MR. ALBERTO “NF PHANTOM” TINOY.
MR. ALBERTO “NF PHANTOM” TINOY:
Good morning! For the information of the body, for me I am still the Prime Minister of the GBI. So, we are many here, and I am dignified to declare open, and convene our GBI meeting now for the purpose and issue of the expulsion order of Mr. Gil “SMF Lapulapu” Q. Taojo,Jr., Mr. Themistocles “MF John Bull” Romeo, Mr. Purisicimo “NF Ems” Tagam and Mr. Macacna “NF Mac” Urabang because it is not good that they will always be the one to expel us even if we did not commit any mistake or violation. The National Founders here were relieved and expelled without due process and justifiable cause. And not only that, they add the problem of money in the amount of P133,000.00 coming from Saudi, wherein it was entered in the account of John Bull. NF Fox, I don’t know how much he paid for the remittance in Visayas?
ONE OF THE PARTICIPANTS:
P43,000.00.
MR. ALBERTO “NF PHANTOM” TINOY:
The Buru-un submitted Financial report.

We have financial report and it occurred that there is great big deficit. So, I told them, if we are deficit, they spend the money. Where is the liquidation? He said no more because that will be discussed in the National Convention in October. I told them, is that their own money? That is tactical malversation. Why did they do that? Because of the existing By Laws, GBI By-Laws, that we could not file a case against them, even if what they will do. They cannot be charged they are immune. So, where is justice on this? Our guiding principle is justice. But what happened? So, what happened, we, the three of our National Founders were expelled. NF Offroad Simangan, NF August and NF Mercury. The hurting part is that, the annual dues of P1,000.00 per year collected and paid, They collected it in advance. There is receipt of the remittance, the uniform, ID, promotion fee. Could you promote a member even without clear order if you have payments? There were no papers, no recommendations. Why it was promoted? Is it that because he is rich? We were lambasted. Our Mindanao assembly were being spread out in the entire Philippines that it was illegal. Why it was illegal, when it was the Prime Minister who was the one who called? Alter ego of the Prime Minister of the three islands, Luzon Visayas and Mindanao. If only Mindanao will call an assembly, why illegal? Around here is Atty. Galaxy. I asked him whether it is illegal or not illegal, he said, it is legal. We could not blame them, because they are only barresters, not lawyers. So, we proceed our meeting until we get to the point of common opinion that we will separate. Before we separate, I am asking your opinion now whether you will agree to expel Lapulapu and John Bull? Please order me. I know that you are agreeable. Aside from that, before this convention will finish, we will declare them both persona non engrata. So, as Presiding Officer, I am asking if we will continue with their expulsion. Who will move?
MR. ROGELIO “NF AUGUST” CENA:
I move for the expulsion of the following members of the GBI, namely: Mr. Gil “SMF Lapulapu” Q. Taojo,Jr., Mr. Themistocles “MF John Bull” Romeo, Mr. Purisicimo “NF Ems” Tagam, Antonio “NF Tony” de Guia and Mr. Macacna “NF Mac” Urabang and that they be declared expelled from the group. That is all Mr. Chairman.
MR. GALAXY: I seconded the motion.
BODY: Unanimously SECONDED.
PRESIDING OFFICER:
The motion for expulsion of Mr. Gil “SMF Lapulapu” Q. Taojo,Jr., Mr. Themistocles “MF John Bull” Romeo, Mr. Purisicimo “NF Ems” Tagam, Antonio “NF Tony” de Guia and Mr. Macacna “NF Mac” Urabang having been moved and duly seconded by Mr. Galaxy and joined unanimously by the body, said motion is hereby approved, and the aforementioned members of the Guardians Brotherhood Incorporated (GBI), are hereby declared expelled.

Thank you very much, let’s proceed to the opening of the main part of the National Convention, good morning.

For the first time to declare the first National Convention of Diablo Guardians Mainstream Incorporated, this is to be done by Mr. Felipe “NF Tajanlangit” Apale, Convention Presiding Officer.
FELIPE “NF TAJANLANGIT” APALE:
By virtue of the power vested in me, as Acting Prime Minister of the Diablo Guardians Mainstream Incorporated, the First National Convention is called to order.
EMCEE LEOBERT “NF” PAIRAT:
Thank you, our energetic Prime Minister, Felipe “NF Tajanlangit” Apale. We will now proceed to the general items prepared for today, the presentation of the agenda for the first National Convention, that is to be delivered by none other than Mr. Dante “NF Offroad” Simangan.
MR. DANTE “NF OFFROAD” SIMANGAN:
Thank you very much EMCEE and our Presiding Officer. The items and agenda for today’s National Convention by the Diablo Guardians Mainstream Incorporated as registered by the Security and Exchange Commission, under Registration No. CN 201026952, dated August 16, 2010, are as follows:

I move to approve the Agenda for the First National Convention of Diablo Guardians Mainstream Incorporated (DGMI) as presented and read by MR. DANTE “NF OFFROAD” SIMANGAN.

Thank you very much, and now, let’s proceed to the First Plenary to be presided over by Mr. Roberto “NF Oro” Valconcha for the Introduction why we conducted this National Convention and the History of Diablo Guardians and this is to be expounded by Mr. Dante “NF Offroad” Simangan.
MR. ROBERTO “NF ORO” VALCONCHA:
By the way, there is a note here that instead of “NF Roberto Valconcha, it will be presided over by “NF Salamander Pajayao.
MR. SLAMANDER PAJAYAO:
The First Plenary is now declared open, for the first agendum, Introduction why we conducted this first DGMI National Convention, and this is to be discussed and expounded by Mr. Dante “NF Offroad” Simangan,
MR. DANTE “NF OFFROAD” SIMANGAN:
Thank you. Actually, what we made today for this First Convention, we have questions being raised when we started, inviting our members to attend this first convention, of the Diablo Guardians Mainstream Incorporated. As a matter of fact, there were meeting of minds of the group because our purpose is we go back to the original, the DIABLO SQUAD. Actually, supposed to be this is not the first convention. This is the third convention because we have already convention of GBI before with John Bull but it was stopped, then they continued. This case was that, we return back to Diablo Squad. But I have raised an idea that because we are already Diablo Guardians, this is the First Convention as affixed of the Guardians by the Diablo. That is why we call it the First National Convention.
Secondly, the incorporators, because the incorporators of the Diablo Squad Brotherhood Incorporation association were just registered in l984, March 12, ahead of the GBI, they have different incorporators. Their incorporators placed here are different. We divided into new set of incorporators then until today you could not deny that whether we are old or new, we came from the Diablo. Anybody, who will argue with me on that? I think no one here can say that no. No one can argue with that.
By the way, we have recorder here, we hired stenographer. We have also lawyer, in the person of Atty. Galaxy Uayan. So, if we have legal questions, we can ask. He is licensed, a BAR passer. So our first part here why do we need this first convention? When the schedule supposed to be of our convention is October, that is for the GBI. There was something that happened prior to March of this year. There was misunderstanding between the National top leadership some others did not know this. We did not understand with each other of one point. The Founder Head declared two members of the Founders here, excluding MF Phantom to support Vice Presidential candidate. I told them that this was not in the schedule. We will give freedom to the members whoever they like. They got angry with me, they said many things. I argued. I asked them whether the said schedule was approved in Iligan. They said they do not know. Immediately, I filed leave of absence because I did not know also what their negotiation at that time was in the higher up, because there might be under the table negotiation. I was the Finance Officer at that time I might be implicated of their transactions. So, I filed indefinite leave, I include in my letter that you can replace me if you want to. So, they really replaced me without approval. They really relieved me as Finance Minister. Since I was relieved as Finance Minister so I tried to find another position as National Director, supervising the National Founder but I was also relieved. I started to ask to myself why this had happened. This is not in accordance with the law. I was not given time to explain by the founder. So, I was expelled. So, it was timing that there was an assembly in Iligan because it was an anniversary of Iligan. I was given time to explain by the Founder. So, I explained to them that there was an assembly that that they declared it illegal. So, the assembly was pushed through, I attended. We have resolution being raised for the amendment of the Constitution and By Laws because our Constitution and By Laws of GBI, we need to discuss things with at least 25 members around present. The amendment is to be signed by at least 25 members to be submitted to our Parliament so that it will be included in the Agenda in the National Convention. So, we followed that procedure when we presented it there, but when it reached there, it was unrecognized. So, what will we do? We opted to the second option that we will build our own group, because if we will not do this, we will remain under one man rule and we could not be democratic. There was a question of policy and it became bigger and then finally, they declared it out law. Three of us were being relieved, and we were expelled without due process. Our expulsion the complainant was John Bull and he was also the one who approved the same. He is the counsel, he is the complainant, and still he was the Judge.
Then, the issue of financial matters was brought out. The financial issue, Visayas region because that is what I asked from them. It was not turned over to me as Finance Minister it was remitted to John Bull. In other words, it did not reach to me officially. It is presumed that it was not remitted. Since it was not remitted, they were not able to pay the chapter dues, annual dues, promotion fees. So, you cannot receive any benefit, the member cannot receive any benefit from the association. What I am trying to mean, is that you cannot avail the Identification Cards, because your chapter was not registered. So, it continued, the Visayas were issued Identification Cards even without chapter dues because it is now the Manila who issued. It was not coursed through the National Printer as agreed during the assembly in Zamboanga. Then our overseas Chapter they also remitted regularly. I have here the Xeroxed copies of their e-mails of remittances and these were entered in the bank account of John Bull Romeo. Worth, the amount of this in just one place is P133,000.00. When we started asking them, we were being kicked out/expelled, including Mercury. Brothers and sisters it’s up to you if you remain with them. You can go ahead, but for me, I will not.
So we decided, if they will not approve for the amendments, what are our amendments in May 22, Secretariat can we get it, NF Salamander? We have record there. Our amendment is to destruct the immunity of the GBI Prime Ministers. Even if they committed mistake, violated our Constitution and Bylaws they could not be filed charges. That is what has been stated there.
So we have to revise that. Whoever will violate could be charged. The By Laws should be implemented equally regardless of whatever is your position to the association. But it was not given due course. Our second amendment, Mindanao, Luzon and Visayas, there should be autonomy because we in Mindanao, in our financial handling, we were the only ones who remitted our respective dues. Our remittances were the only contains in our bank account in the GBI. The Luzon, Visayas and overseas have none because these were remitted to John Bull Romeo. We should have done and insist autonomy. The money of Mindanao is for Mindanao, the money of Visayas is for Visayas, the money of Luzon is for Luzon. That is our amendment. We asked for autonomy but they did not give due course.
Thirdly, relieving SMF Lapulapu as Prime Minister, is it not that the one who will take over is MF Phantom, because he is the first Senior, Deputy Prime Minister. So, if the President is out, the one who will take over is the Vice President. So, if the Vice President is out, the one who will take over is the Senate President. If the Senate President is out, the Speaker of the House, and so on and so forth.
So, the Prime Minister was out then the one who took over was Phantom, in accordance with the By Laws, correct. But what they did, John Bull took over even if Phantom is still there. So, we asked that SMF Dalag will assume until October but it was not given due course. We asked them for liquidation of funds, they gave it to me, they gave it to us but I did not receive it. Why should I receive it when there was no attachment of any papers? There were no liquidations. Who is treasurer here? If there were no attachment, no liquidation, will you accept the report? If I am going to receive that report, that should be my responsibility and liability. So, they did not give due course to the amendments we are asking for. So, we cannot do otherwise except to expel them. We cannot expel them because they are incorporators of the GBI. So, we were the ones expelled. So, now we expelled them. Anyway, we no longer belong to them. It is hurting, you see, we will be out from them, but it is hard. But what I told to our co-Founders, its better that I be called Diablo, as long as that I have a pure heart, than be called Guardian that cannot be swallowed.
So, now we are here. We are so many here. You voluntarily come here and I did not force you to come but you come here voluntarily, because you know what truth is or lie. There were many developments that arise now, so we and the Dirty Dozen have decided. In our history, when you try to look at it, in l976 the Diablo was organized. Who organized it? Jangao. Right?
BODY: Yes, right!
NF OFFROAD SIMANGAN:
And there comes Commission of Officers, including Lapulapu. After that, the history of Dirty Dozen, I joined the Guardians. I did not know yet what Dirty Dozen is. What was lectured to me was in l976 Jangao organized, then Lapulapu. They did not tell me about Dirty Dozen. Then later I found out now that there is Dirty Dozen.
So, when we look at the history, there were distortions. I am one of the victims here, because I was just listening to them. Who are the members here in l990? Who are l979 here? None. It was Anitos.
So, our history is the problem. What can I do when I am still young on this? So, what happened is that what they told me is what I tell you also. So, I researched the history that is why I re-read the history. This is now the outcome of the history that we re-wrote. Let us give recognition and honor to those who really deserve to have that honor. If not due to the initiative of Jangao there was no Diablo. If not of the Diablo, there was no Dirty Dozen. If not of the Diablo, there were no Guardians that is the history. We just go back to the origin. Take for example, if this could be a tree, we are the puno of a mango tree, budded or grafted. The original tree was cut, John Bull cut us. And then, the original puno of a mango tree was attached with another cut from the older tree. For what purpose, in order to get early bearing tree, that will bear fruit even within five years time growth. Yes, it is true, we bear fruit, we grew, we spread, we have the GBI, GCFI, and so on and so forth. We really bear fruits. Now, why we grow? Are we still the puno? We were cut/grafted and then we were attached to the younger puno and the original puno bears new tops growth branches. When this will have new growth branches, who are farmers here? It will die the one that was attached/or grafted. Tell me if I am lying. I know this because we have mango plantations. I hope that this will apply to us, because we are residency here. We are the growth from the original puno of a tree. We do not come from the branch that was attached. We are wise because it was not noticed that we grew, because of negligence. I hope that we will really grow farther so that we will remain. That was what transpired, that we reached to this point now.
Last May l992 we have Mindanao Assembly in Davao. It was declared illegal. We were being questioned. One week after the National Assembly, when I submitted the prepared amendment to the Guardians Parliament, addressed to John Bull Romeo, they expelled Seaman, they expelled five members directly. Then after May 22 Mindanao Assembly, there were another batch that were expelled. Why did they expel them? If it is really reconciling, why expel? It should be openly discussed. We should have talked about it. That is what had happened. So, they expelled them so, they did not want unity. Mercury was expelled and many others. Anybody who will complain, they were expelled. Our Minister of information of GBI was expelled and replaced with British. Our Minister of Information of GBI, Blue Marlin was replaced because he complained, he was replaced. There were even issues that they raised, these were the reasons that they were replaced. Then, I and NF August Cena, because we were suspected to be the authors, they said to us that we have an ambition to be Prime Ministers, to be Master Founder. In truth, if we are cooperative Lapulapu and John Bull, if we will tolerate their doings, we will be promoted as Prime Minister. If we will follow whatever they will say like a puppy. But we do not like that kind of procedure. We are all volunteers here. We all spend our own money voluntarily and spend our time voluntarily here. That is for what? That is for the welfare of our organization not for the good of one, two, or three persons only. That is what happened.

In Cagayan right now two cases filed before the Barangay because of this. They continued spreading talks below the belt to destroy image of one’s person. So, what we did is we will face them whoever they are. They said they will come. We will wait for them. For one week now there were always calls from my cell-phone, there was somebody who always called me at my cell-phone. I hope he will come, because I’m waiting for him. He said he is Founder Box, retired army of Camiguin. He said here that, our By Laws was copied from GBI. I answered him that, who prepared the By Laws of GBI in 2008, was me. All Officers knew that. I was the one who also prepared the By Laws of the Diablo Guardians. I let it be corrected by our Pioneers here who are older than me because they knew better than me. Then after that, we have it registered at the Office of the Security Exchange Commission. I texted to him, that in order that your questions and doubts will be answered, because he said that Lapulapu was ahead of Calvo, I said to him that he will come today so that all your questions and doubts will be answered and also that we will know what is in your mind. We do not know that because we are still young. They are older than us, so we do not know that. He texted also here and he said, “We will not, who are we, “magpabaraw”, meaning “we let ourselves be stabbed by a bolo”. He said, “Let’s go there, you copied your Constitution and By Laws.” I told him, I did not copy it even if you read and compare these two Constitutions and By Laws you will see that I did not copy it. I was the one who prepared these two Constitution and By Laws, I know whether they are the same/or copied or not. He said, on the 21st of August is the day of Ninoy Aquino’s death anniversary, by the way happy anniversary to all! He said in the 21st of August Anniversary of Ninoy, “Ipakain ko sa iyo ang By Laws sa harapan ni Phantom! Tandaan mo!, meaning “I will let you eat the By Laws in front of Phantom! Remember that!” “But where are you now? You said you will let me eat the said By-Laws in front of Phantom? Where are you now?
I am so sorry, that I am too emotional right now. I have no grudge or bad intentions against them. But I was just hurt of what they did. What we discussed beforehand is the May 22 assembly meeting, they ignore that. They called National conference of Guardians family last June 20 they did not include in the agenda our proposal. Then they limit the attendance of Mindanao. There are only two participants in every region can attend. Those who attended are, one in Visayas and two in Mindanao who attended in Luzon. We were not given due course. So, we have no other alternative except to call this convention.
We drafted the Constitution and By Laws. After that, we registered it in the Security and Exchange Commission. We have the SEC Registration number. Finally, the Diablo Guardians Mainstream Incorporated is registered now.

In case there would be a question of the registered name of our association, we still have time to amend that. We are democratic government here, we can amend that. This May next year we can start of the amendments. I am just asking that when we discuss this later on, you will raise your doubts so that I can answer you.
Finally, the Diablo Guardians Mainstream Incorporated (DGMI) is registered, and we informed all of our members here right now that we are gathered here, because we are united. We will not entertain intrigues. Let’s start anew.
The one who will lead here are those who started the origin of Diablo Squad in l980 here in Iligan City, The Dirty Dozen. They are now the one who will lead us.

Even though if other organization will know. We are not after of numbers of members, what we are after of is quality. We are quality here. This is what happened now. My point is, I thanked God that while I am still young, I realized the whole thing and I have done the right thing to do. It is better to be late than never. But it’s not yet late. I’m still young, and younger than the Guardians here in front of us. This is the only thing I can be proud of is that we helped with one another. We are united. The Diablo Guardians Mainstream Incorporated Constitution and By Laws is very democratic. We have no immunity here. Whether you are Dirty Dozen, you are Diablo Squad, or an ordinary member, the discipline are equal. You could be charged if you have gross violations. We are equal here, nobody is exempted. That is our By Laws. Those bad things we experience before, we will try not to experience it in our recent administration.

My respect to the elders. This question was already answered by NF Offroad Simangan when I asked him but I want also to let all other members know of his answer to me that is why I will ask him again before the body. Last May, what was to be approved name of our association was GBI Mainstream but what was registered was DGMI? This was explained to me by NF Offroad but I want also the body to know it.
NF AUGUST CENA: We will now give the floor to NF Offroad Simangan for his answer.
MR. DANTE “Offroad” SIMANGAN:
Thank you NF August Cena. I was able to answer that question in Davao, because we have already a meeting there in Davao. Actually, that name that we raise in May 22 that was the name we really registered at first. But when we did so, many times we re-encode it in the computer. My computer at that time, even in the office was very busy in doing the changes because the name we register first was changed because it was blocked. So, if you change the name, you will change all because the name of the association is always mentioned there in almost all of the pages of the Constitution and By Laws. The first Constitution and By Laws with that name was rejected of the Security and Exchange Commission because of the word Brotherhood Incorporated, it is rejected. It could not be registered because there is almost similarity in the name that stands for the GBI. There were so many associations whose name used the word Brotherhood, because of that the SEC introduced blocking on it. Maybe in the year 2008 there they started blocking. They blocked that because of several cases filed in the SEC. I changed the name five times until finally this was registered, because we put out the name Brotherhood. There were two things came out to my mind. Would I retain the name Mainstream, or would I retain the word Brotherhood? So, I retained the Mainstream, otherwise the Guardians Brotherhood Incorporated (GBI) is registered as GBI. That is the one registered in the SEC, it is here. Registered here is The Guardians Brotherhood Incorporated. So it is supposed to be TGBI because GBI that time was gotten by GMB. Is it not? They were able to get that wherein I was a member. That is why they said we are the owner of the GBI, and 1238899 here, the issued registration number. They were able to get that because it was not renewed by the GBI, the group I was a member of. So that it will be given back, because they did not also pay, they did not submit reports, statements of account and other fees, since they did not pay, it was contested by the GBI. It was just add by the word “The” and the name appeared is The Guardians Brotherhood Incorporated. The original, it is stated here, The Guardians Brotherhood Incorporated, the one they used now Guardians Brotherhood Incorporated, supposed to be The Guardians Brotherhood Incorporated (TGBI). That is why they accepted TGBI. In the year 2008, these were all blocked. Then when it was blocked, we started. We registered the Federal Guardians Brotherhood Incorporated, it could not be approved. It’s easy to amend now legally we are registered. Now legally and officially, we are registered. It is really hard to register. We spend money, time and effort. It take time, we send the papers back and forth to Iligan because there are signatories here, and then the papers be returned back to Davao. The papers prepared are very difficult to prepare. We are just lucky enough that we have our own vehicle used to travel in order to pass back and forth the documents. So, right now we are already registered and we are set and as what I have said before, let us give this a chance. On May, we will meet again. By that time, we can have amendment. The set up also of officers will be amended. Nothing is permanent here, especially that our organization is participative. We listened to the voice of the majority. That is all my explanation NF Galaxy.

For the information of everybody, as far as I know there is pending case in SEC because that GMB that was registered and “Sero”, they all used 123899. They all used the same SEC Registration number. But our group is not, we are the original. But what was placed in their group is incorporator. But I did not like that because it is almost all TGBI. But I did not belong to that. I am not interested of GBI. In August, NF Fox, when I went home from Saudi, I attended a meeting. I told them frankly that we will separate because I am no longer interested in GBI. So, I made a manifestation and submitted it in the National Convention. I submitted manifestation to have a separate Chapter in Iligan effective April 24 because we do not want to go back to GBI, the Iligan. Then they said, Okey rest assured that the Senators will answer you in black and white. I said, there’s no need, whether you like it or not in Iligan we will not return to GBI. There it started the series of Provincial Assembly. Atty. Raagas, convened Provincial Assembly because there was a candidate he wanted to indorse in Cagayan, and scheduled the first Mindanao Assembly for the summit at Mindanao Hotel. So, that was what happened if tolerated we will still be GBI now. I was discontented, I no longer understand. So, I separated. So we tried to get our own destiny. We were no longer belonging to GBI because we have new association.

This is only point of clarification with the expulsion. What I learned is that Lapulapu was elected from National Assembly with the participation of Luzon, Visayas and Mindanao. Now, can he be expelled when we were the only ones gathered here who made that resolution without any participation of Visayas and Luzon, even if they are not around? That is only a clarificatory question.

Our issuance of expulsion order, it is true that there is no representation of Luzon, and Visayas, but this is National Convention for us. What we are after of is that we will not interfere them and they will not interfere us also. We already separated from them. We could not file a case to them because they were immune until their said law exists. So, we cannot do otherwise. We have to make our own way. Lapulapu was also expelled in Davao. I have the copy of the expulsion order. If you want, you can see it. That is why it was also ratified in Tagum. But until now it is still existing, his expulsion order. They have no use to us because we will not go with them anymore.
NF OFFROAD: Any other question?

Good morning once again, I am from Zamboanga-Sebugay, my concern is this, is it not that we separated from the GBI? Why did you not continue our mission and vision, and my suggestion is, we will have our convention that they cannot interfere to us.
NF OFFROAD:
Actually, Phantom was not the Presiding Officer, he was just acting it was MF Tajanlangit. Why he Presided over GBI, because he convened awhile ago the GBI as the Senior Deputy Prime Minister. That was already through. When we entered the DGMI in other words, we were transferred from GBI from that time on, until the last time, because Lapulapu was on leave. That is why Phantom took over. As far as we are concerned, they are expelled. We will declare them “persona non engrata”. He could no longer interfere to us.
NF SALAMANDER:
One more last question?
YBON: If you are good leader, why not decide that he will be expelled also in Luzon. Visayas and Luzon will also do the same of what we did today.
NF OFFROAD:
That is okey, if Luzon will convene, they will do that also. But that is already moot and academic because we are already organized and registered already.

May I formally acknowledge. Thank you that there were also Barangay Captains that arrived, Barangay Captain Luinab, Barangay Captain of Ubaldo Laya, Lemon and Wings, also Lala, NF Frex.
Why for many months the organization was not able to move. Why national leader Lapulapu how many times being expelled? It is maybe because of leadership and money, because if the organization’s money is interfered, we are aggrieved. There is treasurer here of Iligan City who presented the financial statement. All the organization’s money, amounts of pledges, but these were all being brought out before the body. Nothing is hidden. That is what happened, brothers and sisters. We thank the Iligan City in Davao we have no right of them. What we are after of is the clear and honest handling of the finances of the organization and equal treatment of everybody. Even in August 26, 2006 even Simangan, was told by Lapulapu that you watch out NF August Cena because he is already here in Tagum. I don’t know what he called me. He, himself approached me, we went outside, we debated outside. I will not say that I’m intelligent person. I am just an ordinary person. So, you brothers and sisters if there are any doubt in your minds about me, I will leave it up to you for that. But it you see that the interim officers were all from Iligan, I cannot do it otherwise. Why, they are just temporary/interim officers until May 2011. As of now, we will not give yet the financial statement. We want that it will be clear to you our financial status.
I will declare now the second plenary open. I am appealing your presence of mind. Amendments will come on May 2011. I will give you now NF Simangan.
MR. NF SIMANGAN:
We acknowledge the founding Chapter of Iligan who always has an open heart when it comes to problem. I recognize the Iligan City, the original one.
This Constitution and By Laws, we drafted it based on our experiences when we see the By Laws some important points of these originates from the By Laws of the Dirty Dozen. There were many still, were in this new By Laws because we have one origin. That is almost the same. Our By-Laws are almost the same. Our By-Laws was based on our democratic era. Democratic in the sense that nobody is exempted here, even if you are a Chief elder, you could be charged even by any member, and whatever is your position of the association. In our selection of our Council of Elders in the highest rank, there is also an election every two years from the lineage of the Dirty Dozen. So, that is the features, the importance and difference from the other association. First is the name, we can amend that on May 2011, under the law, under the rules.
Second, we were the only one bringing a name bearing a word Mainstream. There was no other from the family of Guardians who bears the name of Mainstream. We were registered of Diablo Guardians Mainstream Incorporated. So, we have two SEC registration. Why there was two SEC registration? The last SEC Registration No. 0119564 dated March 12, l984 that was registration of Diablo Squad Brotherhood Association that they attempted to disband/revoke at the Security and Exchange Commission. But it was not given due course because the one who requested was not an incorporator. They could not be given due course. It was only revoked, given due course in the military establishment, because there was an order to disband from the higher ups, the Diablo Squad Brotherhood Association. But it was not disband at the time of registration. It was only disband/revoked on August 2003 as the record shows from the SEC. In other words, from l984 to March 12, 2003 until August 2003 it still existed legally, the Diablo Squad Brotherhood Incorporated. At the time the GBI was registered the Diablo Squad Brotherhood Incorporated still existing legally.

So, we picked up the previous registration number due to the fact that we were in a hurry due to so many requirements, we register it again, the Diablo Guardians Mainstream Incorporated with new Security and Exchange Commission Registration Number. So, this is the one now, with new SEC Registration Number, this one in the Plaque. (The plaque was raised before the body by the speaker.) So, that was what had transpired, these were the features. In our Preamble, when we read it, it is not the same. We will not talk about them anymore. In our Preamble, “We, DIABLO-GUARDIANS, formerly known to be the DIABLO members, believing on the tenets of democratic principle, increasing the level of our hope and faith for the Divine Providence; inculcating in our minds the belief on fraternal doctrine of brotherhood; offering justice, peace, discipline, service and equality to our fellowmen, do ordain and promulgate this Constitution and By-Laws.” This is our Preamble. Under Section I and II of our Constitution and By-Laws, there it is quoted that we originated from the Diablo Squad which is true. Our Diablo Guardian Mainstream Incorporated Headquarters is here in Iligan. Iligan City is our National Headquarter. It could not be changed. Also the same with our association before, that what was placed as Headquarters was Tagum, supposed to be it should be permanently at Tagum, not to be changed. I wonder that later on, it was changed to Mandaluyong, even without our knowledge as members. We still called Diablo-Guardians. It is stated here the meanings and we include Diablo because before, I still agree with the feeling of our Dirty Dozen here that it’s hard to disregard them because they were the ones who started this.
We will discuss it with the By Laws. Why we will not give credit to them? Here, it is stated the meaning, and our official seal.
The logo, this is our logo. (The speaker raised and presented before the body the logo.) This one, please remember, everything is not permanent. Everything can still be amended. Our official logo, the meaning of this is found here. (The logo was again raised by the Speaker.) We prepared a totally different logo. What is placed in our logo? In our logo, we have description here of our logo. The name, Diablo Guardians was placed at the center because that is our origin. There are four stars. The three stars’ color is yellow which represents the three islands of the Philippines. Luzon, Visayas and Mindanao. The white represents the overseas, because before they were not recognized. We just get money from them but they were not recognized. Now, we placed them, but why white? Because their membership or their stay in abroad, they are contract workers in abroad their stay there is temporary. They will also go home in the Philippines, that is why. But while you are still abroad, you are considered as one autonomous organization of the DGMI.
Article II, Official Seal.
Section 1 The Guardians –Mainstream adopts a five (5) color seal maintaining the DIABLO logo situated at the center of the seal. In the inner most portion is the hand clasp that symbolizes true bonding of members believing in love and friendship, the highest value among all people of the land. It also bears the four (4) stars that represent the main Federal confederation, Luzon, Visayas, Mindanao and Overseas. It has a feature of a sword which symbolizes might and power along with the scale of justice for just acts and equality to all members of the organization. Its pentagular form symbolizes strength and stability, coupled with principled desire to serve the humanity with humility. The laurel leaves symbolizes peace and prosperity of all members. The inner part is bonded with double circles that show strength or camaraderie.
The color yellow, represents light and direction, while blue represents peace and nationalism. The color red is for love and bravery as a value of noble tradition. The six (6) guiding principle encircling the totality of the inner logo controls all members and lessen its pride, where, humbleness and love prevails.
The inner logo is protected by a shield of authority with the inscriptions of the bold Diablo Guardians name in the top most. The Guardians Mainstream is located below the inscription and the phrase “United we stand” which is the original slogan if the Diablo Squad is written above Laurel leaves which means that in unity there will always be understanding and peace.
The thirteen yellow stars just below the inner logo represent the original members of the Diablo Squad – Dirty Dozen who started the organization in the Military establishment, This also symbolizes as the strong base of the organization as its footstall, being situated in the bottom and appearing to be holding the inner logo.

Article III
Declaration of Principles
Section 1 The Association believes that the human being is composed of the Physical body, soul and spirit. The nourishment of these three elements is the priority concern of the organization, thus, the Fraternal Association believes in God as supernatural being and the need of our wholehearted submission to Him is necessary.
Section 2 The association is a non-stock, non-profit, non-sectarian and an apolitical organization but strongly respect and adheres to the Constitution of the Republic of the Philippines and all other laws that governs in the democratic government of the Republic promulgated by the duly constituted authorities. We support government officials who are just, honest and God fearing and those who are members of the Mainstream Guardians Brotherhood Incorporated. We believe that whoever is occupying the government position is installed by God and thus we fully support them collectively, except those who are challenged by bona-fide members of the organization who are equally capable, qualified, God fearing, honest and just of whose support shall be given and offered.
Section 3 The association is a non government, a civic and a service organization crafted into one, with strong beliefs of a Fraternal spirit. This firmly believed that the word “Brotherhood” shall be put into action. Unity and development among and between members are of first priority in order to effectively implement its program and introduced effectively sustainable development within the community.
Section 4 DIABLO – GUARDIANS VISION:

Section 5 DIABLO – GUARDIANS MISSION:
“The Mission of the Association shall be for its members to:
1. To spearhead the voluntary service to their respective neighborhood.
2. To be responsive to the needs of the community, offering voluntary assistance to the needy.
3. To inculcate in the minds of the Diablo-Guardians that through our brotherhood, we can lift up the spirit of concern, honesty, trust and truthfulness in the entire country.
ARTICLE IV
PURPOSES AND OBJECTIVES
Section 1 To believe that there is God and He has dominion over all things thus, we have a responsible stewardship over material things, and the wisdom of truthfulness adhering for the respect to authorities, selfless alove and service for people and the respect for women and children.
Section 2 To foster harmonious relationship, unity and cooperation between and among members for mutual support and benefits and to undertake developmental activities for the general welfare of the members of the association as a whole.
Section 3 To extend immediate financial, legal and other assistance to the members of the association but encourage self reliance in the entire membership.
ARTICLE V
MEMBERSHIP
Section 1 The Applicants for membership must possess the following qualifications:
a. Filipino Citizen
b. Generally a law abiding citizen
c. No criminal record.
d. Male or female, with a minimum age of twenty one (21) years old in the time of Application
e. Must be in good health.
f. Must be gainfully employed or self employed (farmer, businessman, pensioner) with enough income to sustain the needs of the family for civilian applicants or active members of the Armed Forces of the Philippines, Philippine National Police, Bureau of Jail Management and Penology, Bureau of Fire Protection, Philippine Maritime Police, and Philippine Coast Guard.
You must have income because we have monthly dues. If you are Police Officer, automatic you are qualified.
g. Must possess the Educational qualifications of a College Level. A High school graduate may be accepted provided he/she is equipped with special skills needed by the Organization. The Federal legislative body may however change the education qualifications of the applicants which shall be based on their economic and community position status. The general basis of which is still focus on the goal of the association recruiting “assets” to the association and not “liabilities”.
Section 1.a Foreign Nationals may be qualified to apply for membership in the Philippines, provided that they are resident of the Philippines, married to a Filipino citizen, and or having legitimate business in the country, or, employed in any legitimate company operating in the Philippines holding the Philippine Visa categories as working, or permanent resident. Visiting foreign nationals holding a tourist visa are not qualified.
Applications for foreigners should be initiated in the Philippines. If you are foreigner, you should be recruited here in the Philippines.
Section 1.b The Process of recruitment will always depend on the situation of the community and the behavior of the population. The Federal Confederations shall determine the process and set the standard of recruitment for implementation.
Our previous or genuine markings will not be changed. The only thing we will add is the Pride. Numbering, such as: 1-A or 1.A-2. If you want to be marked. If you do not have marking, you are like Gentiles. What do you want? To be chosen? It is your choice. Okey?

ARTICLE VI
GOVERNMENT
Section 1 The Controlling Government set up of the Diablo Guardians Mainstream Incorporated shall be composed of the following subdivisions:
1. Council of Elders (The Dirty Dozen)
2. Central Government
3. Federal Confederations
4. Federal Provinces/Cities
5. District/Municipal chapters
6. Barangay Chapters
This is consisting of eight persons, they are Interim Officers until May of 2011.
Who will occupy the position of Council of Elders, first priority are the Dirty Dozen. Then the second generation, 1-1 up to 1-12. The third generation, 1-1-3 up to 12-12-3. The fourth generation. If we have no original Dirty Dozen, the second and third generation.
We will have election but in every two years time only.
In ranking, it should be the Dirty Dozen who will decide.
Every two years, four should be elected the first election is on May 2011. In 2013, four expires, then another two years. Every two years four to be elected and four to be retained. Election rank should be National Founder to up. National Founder and the latest founder.
If you are not founder, you are not considered. Our National Government is headed by Prime Minister. Our Prime Minister NF Galaxy.

That is the Supreme Court jurisdictional function. All the cases, they will be the one to hear. So, there are three bodies.

OFFROAD SIMANGAN:
That is our system. The election to that effect is during general assembly. In our Executive Department, we have Prime Minister and Deputy Prime Minister. That is central government. But this Central Government has four Central Ministers in Visayas and Mindanao. They have judiciary and legislative division, and we have share given to the up. There is now a Federal Executive government. We are managing our own resources. That is our resources. We have to implement a law for example in the province. These will report to the Federal Minister. Based on our experience, we cannot have if we will not have autonomy. We will only get it during convention. We have no national movement. That is why we are moving it to Federalize. We still have National Officers. Now all of these, election except right now until May because it is still interim until May 2011, we will have election. Those who were interested, they will participate it. All of these are functional.
If we only follow the By-Laws, it is very well arranged. In every chapter it consists of 15 person members that you will be recognized.
First to do is to be recognized in your province and here. We have National design of our Identification Cards and Certificate. But we have individual preparation of Identification Cards but the design only one, and authority only one also.
So, that is the system of our structure. If we have up, we have chapters and elevate it to the provinces then to the City. Hopefully our organization will have good flow.
We have requirements here. You just see the requirements in the By-Laws for your guide.
ARTICLE XIX
FUNDS
Section 11 Other assessment is distributed as follows:
___________ Membership fee For the local Chapter
__________ Marking fee remitted for the Official Marker
__________ Lectures fee remitted for the Founder Or National Founder who Delivered the Final and Complete lecture during the final and markings.
__________ Guardians wine Remitted for the Chapter for Guardians wine and Other incidental expenses.
Section 12 In cases Areas with Barangay Chapters, fifty percent (50%) of the monthly dues shall be retained by the Barangay Chapter. All other fees and dues collected shall be taken care of by the mother chapter with close coordination with the Barangay Chapter.
Section 13 Promotions assessment for those members who will be promoted shall be remitted directly to the Minister of Finance with the following classification:
1. From GDN to GF/GM/SGF/SGM – Not less than P300.00
2. From MG to RMG Not less than P300.00
3. From GF/GM/SGF/SGM to Founder (F) Not less than P500.00
4. From RMG to Founder (F) Not less than P500.00
5. From National Founder to National Founder (NF) Not less than P1,000.00
6. From National Founder (NF) to Master Founder (MF) Not less than P1,500.00
Section 14 All fees collected by the chapter shall be coursed through the Chapter Treasurer and no other member and or officer shall be allowed to make collections except when explicitly authorized by the body through Chapter Council resolution approved by the chapter President.
Section 15 Municipal/District/Barangay Chapter Fees and Dues for every new member before acceptance and markings:

c. _______________ - Marking Fee (When Due for Marking)
d. _______________ - Lectures fee (One Time)
e. ________________ - National Certificate of Membership
f. ________________ - Guardians wine and other materials during the indoctrination process
g. ________________ - Monthly due (Collected one month advance) The succeeding monthly dues shall be paid every anniversary date of his membership.
Section 16 Disbursement/Withdrawal from the funds of the Association in the Chapter level, whether by check or any other instrument, shall be signed by the Chapter Treasurer countersigned by the Chapter President with prior verification of the Chapter Auditor. Only Disbursement as approved by the Council shall be considered authorized.
Disbursement/Withdrawal from the Federal Funds shall be following the financial policies of the Federal Government promulgated by the Federal Legislative Bodies.
Section 17 Disbursement/Withdrawal of National funds shall be signed by the Minister of Finance and countersigned by the Prime Minister, or in his absence, the Senior Deputy Prime Minister, with prior verification of the Minister for Audit. Disbursement shall be based on the annual budget as approved by the National Parliament.
In cases of disbursement not within the annual budget, a Parliament resolution and approval is deemed necessary.
Section 18 All Funds collected and or remitted to the Minister of Finance shall be form part of the Funds of the National organization. A Financial Report which specifically states all receipts and disbursements prepared by the Minister of Finance duly audited by the Minister of Audit and approved by the Prime Minister shall be submitted and distributed to the four (4) Federal Confederations and will make available to all City/Province Federal Government as well as the Chapters of the Organization on a quarterly basis.
Funds collected or remitted to the Federal Confederations Minister of Finance shall be the funds of the Federal Confederations and shall be subject to Federal Confederations receipt and disbursement rules.
An audited Financial Statements shall be prepared annually and shall be reported to the General Assembly which will be held as scheduled.
Section 19 Chartered City/Provincial Federal Government, District/Municipal chapters and the Barangay chapters shall prepare a monthly Financial Report of all receipts and disbursements of funds in their respective Bodies, shall render report to the Members under their jurisdiction. The Financial report shall be prepared by the City/Provincial Federal Commissioner for Finance for Chartered City/Provincial Federal Government, Chapter Treasurer for the Chapters, duly audited by their respective Auditors and approved by their respective heads (City/Provincial Federal Commissioner or Chapter Presidents)
An Annual Financial Report shall be submitted to the National Office through the Minister of Finance every end of the Fiscal Year.
The fiscal year of the Association shall be from January 1 to December 31 of each year.
ARTICLE XX
DISCIPLINARY SCHEME
Section 1 Any member or officer whose conduct or activities are contrary to the By-Laws, rules and regulations of the Association shall be subjected to disciplinary action.
All complaints and or cases shall be filed to the following for immediate resolution and or settlement:
For Barangay Chapter – to the Municipal/District Fraternal Commission
For the Federal Government – to the Federal Fraternal Commission
For the Federal Confederations – to the Federal Fraternal Commission
For the National lever – to the National Fraternal Council
Section 2 Any member may be suspended or expelled under any of the following grounds:
1. Non-Payment of membership fee, annual or monthly dues and other assessment for three (3) consecutive months;
2. Non-payment of fines properly imposed upon him/her;
3. Failure despite notice, to attend without sufficient cause as maybe determined by the concerned officer for three (3) consecutive meetings of the association;
4. Other infractions or violations of the Constitution and B-Laws, rules and regulations of the association, after final determination thereof by the Disciplinary officers of the association.
Section 3 Immediate expulsion and or filing of appropriate charges in the Proper Court of the Philippines and or any other legal bodies shall immediately be meted upon, after final judgment of guilty by the National Fraternal Council on members or officers committing grave and serious offense as:
1. “Unauthorized collection of fees, monthly dues, promotion dues, membership fees, lecturer’s fee and other fees, and, disbursement of the same without authority and or giving of authority to do the same for persons not authorized for such actions, and unauthorized manufacture of Identification Cards, Certificates of National Membership and Official Guardians National Supplies such as National T-Shirts, National Sweat Shirts and National Vest.”
2. “Unauthorized recruitment and membership processing, including the conduct of initiations without prior approval of the Chartered Chapter within the territorial area of the said chapter, and without permission from the authorized National Bodies course through the Federal Commissioner for Membership and Promotions.”
3. “Unauthorized conferment of promotions including markings without passing through the proper bodies and approval of the National Promotion Board.”
Section 4 The following are other grounds or causes for disciplinary action:
1. Neglect of duty
2. Irregularity in the performance of duty
3. Misconduct
4. Incompetent
5. Oppression
6. Dishonesty
7. Disloyalty to then association
8. Violation of law as determined by regular courts
Section 5 The following penalties may be imposed upon any erring member or officer:
1. Removal & filing of appropriate charges in the proper courts – for serious and grave offense
2. Suspension – for less serious and less grave offense
3. Fine/Admonition/Warning – for light offenses.
Section 6 Any complaint against any member or officer shall be made in writing and verified under oath before an officer authorized to administer oath and properly filed pursuant to section 1 hereof.
Section 7 The implementing guidelines for the procedures in the investigation and disposition of administrative complaint against officers and members shall be promulgated by the Parliament.
ARTICLE XXI
TRANSITORY PROVISION
Section 1 The Council of Elders shall be given the authority to make appointments on all National Positions for the purpose of the implementation of the Constitution and By Laws. The appointment however shall only be valid up to the scheduled election which shall be called on August 2010 of which term of office shall be up to May of 2011.
The regular schedule of elections shall be every National Assembly which is scheduled every two (2) years after May of 2011.
Section 4 All other Governing Bodies shall elect their officer following the provisions of the Constitution and By Laws.
ARTICLE XXII
AMENDMENTS/REPEAL
Section 1 Amendments, Modifications, Repeal to this Constitution and By-Laws maybe proposed in writing by at least One Hundred Five (105) members of the association, furnishing copies thereof to each member of the Federal Confederation Parliament who shall consider such proposed amendment/repeal within thirty (30) days upon receipt thereof. Such proposed amendment or repeal shall state hereon the old provisions and the proposed new provisions. Amendments/repeal to this Constitution and By-Laws, shall be approved by two thirds vote of all voting delegates present during the National Assembly/National Convention call for the purpose.
So, that is our system in which we can see that there improvements. We always say that all laws are all good, if implemented in right way.
Our highest rank is council of elders. You have one leader, but you have elders to counsel. They are not old in age but they are elders in experience. Prime Minister is the highest. We have government.

Those inactive are not covered, because they were not listed in the National. So, that is not a problem, the control is here in the National.
As of this time, we have only four Dirty Dozens. That is the one available. We know now, whether the companion is active or not. If you know that he inactive, you prove it. The Identification Card number of the markings of our shoulder is the same. If it is not the same, then that is faked.

It depends.
MR. DUPLEX:
How much is to be remitted to the National? Because our practice today is, P30.00.
MR. ACHILLES:
Your problem that is the work of the GDI, monthly dues of one member of the Chapter to be agreed of P30,000.00. Then the National is P1,300 Chartering fee, that is renewable yearly. No, only once, then in the National if there is promotion already taken.
MR. OFFROAD SIMANGAN:
In addition P1,300.00 annual dues in the next year of that P1,000.00 that will come to Federal. P1,000.00 every year. That is aside from the monthly dues. The monthly due is only for you. Only the promotion dues will go to the Federal. The Federal for Luzon, Visayas and Mindanao and overseas is P5,000.00 every year. Annually given to the National Finance Minister but it will no longer be only your P1,000.00 will be given. Before there is share, 20% will go to the region, 20% for the City. That is already abolished. We no longer practice that. If you have many members, you will be the one to benefit it. That is the system, because it is already localized.

FDR DUPLEX:
It is already clear, I understand. From promotion of MG to RMG, it will not be below P300.00 because in our province we promote it without pay. So, it is clear, that there is fee.

The payment of P1,300.00 it should go directly to Federation, because there is City and province.

In the Barangay, we have no annual dues. Every District, we have our less than 9 to 25 Barangays and the only one who will pay is the District, and then Barangay is under the District. It is only the District who will pay.
MRS. AXE:
Because it is clear that our Barangay, because in Iligan City is chartered City. We plan that the Iligan City will have two Districts. So, Iligan City does not implement who admits of the Federal. The Barangay cannot remit. They only recommend. It is the district chapter who will pay the P1,000.00.
MR. GALAXY:
That promotion fee, I noticed that there is no penalty, from MG to RMG, the P300.00 given to district there is no sanction on that?
MR. OFFROAD SIMANGAN:
None.

In Lanao del Norte how many municipalities?

There are 22 Municipalities.

On May 2011, we will rule that amendment.
This is two years term and it will last to year 2013. This is all over the Philippines and our venue should be centralized. So, Davao City may host or it could be in Cebu, or Iligan. Bu we have conducted here already twice. So, we will give a chance to Davao City and bet on the convention venue.
DAVAO GROUP:

If there is still other places that will bid, you are still open.
MR. AXE:
Is there any other who will bid?
In as much as that there are no other places that bids, I will declare it approved.
Any other suggestion as to the date?
MR. ACHILLES:
Third Saturday of the month of May 2011.
DAVAO GROUP:
No problem on May 21, 2011, we can have it.
MR. LEO PAIRAT:
That May 21, is not pay day.
MR. OFFROAD SIMANGAN:
That can still be moved, that is tentative.
MR. AXE:
As mentioned May 21, 2011 is hereby approved and the fifth Plenary is hereby approved and closed.
MR. MAGARO:
May I ask permission of the body, because I have still more other important appointment. All what I can say is thank you for all of you who participated here. Thank you for your sacrifice. We cannot hold election today because we are not complete and there are other chapters that their participants were only two, the others were not able to come. So, we have listed officials to sit down from the day until May 2011. We will not be afraid because we have the By-Laws that protect us.

In as much as that the four Dirty Dozen is here even though we are facing the problem, the rank of the National Founder until now, may those four of them, we will elevate their position.
So I would like to move for the elevation of the three National Founders. I moved for the elevation of position of Fuentes, Bordeos, Valconcha, from National Founder to Master Founder.
BODY: We unanimously seconded.
PRESIDING OFFICER:
There being it has been moved and duly seconded unanimously by the body, the motion to elevate the position of the aforementioned Founders from National Founder to Master Founder is hereby approved, provided that they will pay the amount of P1,500.00 as promotion fee.
MR. AXE:
I move to effect of their position.
BODY: Name them.
MR. AXE:
Founder King has already paid the P1,000.00 to reiterate my motion, I move that the three of our members GDF Sablas, Sablayan and Carolina, may we mark to the pending promotions last year way back.
PRESIDING OFFICER:
These three have already paid, only the marking is lacking.
MR. GALAXY:
I would like to move that all those present today with the rank of RMG below will be promoted to one rank higher. All of those pending only, all who are present here this afternoon, with pending promotion from MG to RMG and others.
PRESIDING OFFICER:
That is okey, but my opinion is, if possible the elders will meet right now. From MG to RMG, it is approved already. Okey, those MG to RMG only.

MR. OFFROAD SIMANGAN:
There are still other pending petitions for promotion, but since there were troubles, it stopped. Yes, maybe it’s a right time to promote those who have pending petitions, but the Council of Elders who will be the one to give the final say. In as much as that Cena asked for a meeting first if okey for you, we will give them list for their guide.
The second motion is that the elders will give the final say of the promotion.
MR. PAIRAT:
We have to differ the promotion because under the law they were the ones to give the final say.
MR. ACHILLES:
The motion of Atty. Wayas where the promotion of those who ranked of MG to RMG, then another suggestion of NF Cena, the motion of Atty. Wayas is held pending upon meeting of the elders.
MR. LEO PAIRAT:
To give way of the meeting of the elders, the convention is now declared to have a break at 3:00 PM.

Awhile ago it was submitted by Galaxy, we have agreed to reconstruct your papers in soonest possible time, and then the markings will proceed.
MR. CENA:
Not only in Davao, also all other chapters because numbering those who are listed will be numbered.
MR. RAINBOW:
Our promotion as National Founder was not yet given. We are not marked.
MR. TAJANLANGIT:
Because your promotion is already approved, you submit your papers.
MS. JOY:
We only received the Xeroxed copy.
